Thar Coal is one of the 7th largest coal reserves in the world which can possibly enable us to produce enough electricity to power the entire country of Pakistan. The reserves are so massive that it dwarfs the oil reserves of 375 billion barrels housed within Saudia Arab & Iran put together. An estimated over 175 billion tons of proven reserves of good quality coal is spread over 9,000 square kilometers of the Thar Desert. Compare it with the figures of India's total coal deposits of 140 billion tons. Yet, for 40 years, these reserves have remained untapped. People in Thar live in sub-human conditions and remain deprived of even access to safe drinking water, sewerage, healthcare, transport and education. Other issues include bonded labour and violation of the fundamental rights to employment and access to food availability. People of the area acknowledge that the country is under severe electricity and energy crisis and Sindh is ready to cater the needs but ask as to who will guarantee the protection of the rights of the local people. The community is of the view that it should be the first beneficiary of any coal project. Thar Coal exploitation can spearhead major economic development and employment generation activities. With over 200,000 jobs flowing from it over the years, the project could rank right at the top among all investments made in Pakistan—domestic or foreign. The first-ever baseline survey of the area and people was shared with the World Bank team and the Sindh officials were advised to do more studies and surveys to understand the area and community. Keeping in view the importance of the issue, Thardeep Rural Development programme (TRDP) has done a baseline survey on the socio-economic and environmental aspects of this project. The report is re-produced in Sindhi, English and Urdu. The aim of the re-production of the research study was to provide baseline information and scientific data to policy and decision makers and other stakeholders for an open debate. This research will help to understand the demographic and geographic patterns of Thar, local community, environmental issues, socio-economic realities, and human landscape and project related issues like displacement, rehabilitation, burdens for the local people and the affected communities. The input/feedback/ briefing by the local civil society activists on socio-economic and political situation of the area and community's concerns and expectations of the project was very impressive in terms of their level of fundamental knowledge about the project. WB team was very impressed by the level of community's understanding and information regarding Thar coal issues including technical and socio-economic and environmental impact. From the technical issues of gasification and tariff controversy and the ownership of the recourse, every issue was discussed at length. Policy level issues: Ownership of the project should be solely with government of Sindh; elected representatives of the area be given visible charge/control in decision making; the community (especially field area) should be part of decision-making body. There should be a single body controlled by the provincial government to deal with investors and other issues. Community issues: There is no clear policy for community welfare in Thar coal project; Sindh has a bitter experience of IFIs engagement in different projects and a lack of trust between the community and the donors/investors. Displacement issues: Protection of cultural, heritage and religious sites; guarantees of employment for the local people; compensation issues as per current day rates of the lands and other belongings and; change in environmental landscape, impact on water and other livelihood commodities. Expert committee appointed by Supreme Court has recommended environment and forest clearances to lease holders for dump mining. The Committee has also recommended mining plan for dump mining. As per report, mining of dump will give commercial value to minerals and will generate income, promoting economic growth. The expert committee suggests that the mining of dump would be feasible if the state government take some measures. It has recommended to classify dumps in two parts. Stable and unstable dumps. Unstable dumps should be handled on priority. Stabilized dumps should be permitted for mining only after the existing ore is exhausted. The permission should be subject to all clearances including environmental and forest clearances with an approved mining plan. The dumps in non-lease area is in the domain of State government and government may evolve an appropriate policy keeping in view various judgments of various courts, various related legislation, recommendation made in committee report. Government should also consider environment ecology, socio, economics and others related factors . Dumps which are situated in the mining lease area are dealt with in accordance with approved mining plans. Additional ore beneficiation or palletisation plants with modern as well as relevant technologies could be set up for re-handling of dumps. The mines quarries could be used for storage of water and recharge of ground water ,source of water for irrigation and for other purpose. The committee recommends that the classification of dumps proposed in the report may be followed in the management of dumps. Advantages of mining of dumps will be that the lateritic plateau will be available for bringing back the original ecosystem through restoration . Yields minerals of commercial values with income generation promoting economic growth. It will prevent pollution from un-stabilised dumps. VO The government cabinet adopts capital market development, for socio-economic development INTRO: The government cabinet has adopted a comprehensive strategy on capital market development, aimed at mobilising funding for socio-economic development. STORY: Approved at the government's monthly meeting for October held last week, which was chaired by Prime Minister Thongsing Thammavong, the strategy is aimed at developing the capital market and strengthening the financial system. It is believed the move will stimulate enterprises to integrate and better compete in regional and global markets. Cabinet members discussed and agreed on a strategic plan for the development of an improved logistics system, which aims to transform Laos from a landlocked country into a regional transit hub. The meeting also instructed officials in charge to prioritise their work when taking steps to develop the logistics system. They were advised to ensure the procedures involved were streamlined and simplified. In addition, the meeting discussed a draft resolution of the Party politburo concerning land issues. When it comes into effect, the resolution will serve as a reference for the management of land and related issues, including land-related disputes. The meeting entrusted the officials responsible to improve the draft in line with recommendations made by cabinet members, especially in relation to land policy. The cabinet also discussed amendments to the presidential ordinance on the fees charged for the extraction or use of natural resources. The goal is to maximise the revenue earned from fees, especially those levied on mines, resources used for construction activities, and water consumption. A draft law to suppress cybercrime was also tabled at the two-day meeting. In addition, the meeting heard a report on the damage caused by natural disasters last fiscal year. The meeting also instructed officials to determine immediate and long-term measures for disaster risk mitigation, to better cope with the problem. Finally, Prime Minister Thongsing asked cabinet members to take comprehensive action to implement the outcomes of the meeting and to pay careful attention to their work in the coming month.

Govt moving mountains to add new road network close to China border at a frantic pace
In a very late effort to match up to China’s roads across the Line of Actual Control (LAC), road building is continuing at a frenzied pace on the Indian side of Arunachal Pradesh to complete “strategic” Indo-China border roads by 2020. The objective is three-pronged. Firstly, to ramp up infrastructure to enable Indian troops to move quickly in crisis situations. Secondly, to connect remote areas with the towns and cities and, thirdly, to aid the socio-economic development in these areas where the border population has thinned considerably. The target is well cut out: To complete 1,788 km of 27 “strategic” roads in the hilly state with a road quality that would enable easy transport of the Bofors artillery gun as well as of Ashok Leyland Stallion and Smerch/Pinaka vehicles. - - - - - - - - - - - - - - - - While five stretches were completed last year, eight roads will be completed by the year-end, 12 by 2018, eight roads by 2019 and six by 2020. - - - - - - - - - - - - - - - - The task is all the more critical in the backdrop of the ongoing effort to raise a Mountain Strike Corps where the high-altitude force will be equipped, among other military hardware, with the brand new American M-777 howitzers, the deadly Brahmos missile and Apache attack choppers. Unfortunately, this violates user privacy and sacrifices coin fungibility. I will describe the Zerocash protocol, which uses zero knowledge proofs to achieve privacy-preserving payments in a Bitcoin-like system. This protocol was recently deployed in the wild, as part of the cryptocurrency Zcash. About the Speaker: Alessandro Chiesa is an assistant professor in the Department of Electrical Engineering and Computer Science at UC Berkeley. His research spans the areas of complexity theory, cryptography, and security, and focuses on the theoretical foundations and practical implementations of cryptographic proof systems such as zero knowledge proofs. He is a co-inventor of Zerocash and co-founder of Zcash. He is an author of libsnark, the leading open-source library for succinct zero knowledge proofs. He has received a Ph.D. in computer science from MIT in 2014, and B.S. degrees in computer science and in mathematics from MIT in 2009.

VO The government instructs relevant sectors to interpret various policies into practical INTRO: The government has instructed relevant sectors to interpret various policies into practical stimulus measures that can be fully implemented to boost greater production and drive growth for the 2014-15 fiscal year. STORY: Deputy Spokeswoman of the Government, Phetsakhone Luang-Aphay told a press conference on Thursday that, the meeting has asked the relevant sectors to interpret these policies into practical measures so that the policies can be implemented. The instruction was made as a result of the three-day meeting between the government cabinet, Vientiane mayor, and provincial governors. He said, the government vowed to take urgent action to address the current challenges, notably the budget deficit, chronic debts and timber related issues amongst other things Presided over by Prime Minister Thongsing Thammavong, the government meeting held in Vientiane was also attended by representatives from the National Assembly, Lao Front for National Construction and other state organisations. The meeting gave advice on policies in promoting production based on market demand, tax incentives, bank loans as well as policies on labour, crop seeds and marketing. The meeting noted that the current budget tensions and chromic debts are mainly caused by the fact that state investment in recent years has been huge and spending has been large, while revenue sources were limited. Other contributing factors to the budget tension included ineffective management and administration of state organisations at each level along with breaching financial disciplines and violations of the law by both the state and private sectors. During a presentation about the Prime Ministerial Decree on the implementation of the 2014-15 socio-economic development plan, the meeting asked the Ministry of Planning and Investment to prioritise state investment projects in accordance with financial capacity. The meeting instructed the relevant ministries to speed up work in evaluating mines, as well as rubber and eucalyptus plantation projects, aiming for all evaluation work to be completed by 2015 as planned. The government suspended consideration and approval for new mines, rubber and eucalyptus plantations a few years ago after learning that several investors have not followed the agreements including not taking action to carry out the projects after gaining approval from the Lao government. While evaluation is under way, the government has threatened to revoke agreements for those engaged in serious breaches of the agreements. During the meeting, participants reviewed the progress Laos has made in preparing for Asean integration as the 10-member regional bloc is set to establish the Asean Economic Community by the end of 2015. Evaluation for the implementation of the 2013-2014 socio-economic development plan, budget and currency plans, and plans for the next fiscal year were also tabled. Economic growth for the 2013-2014 fiscal year is estimated to reach 7.5 percent, but the figure is not clear yet as all data will take a few months to collate. Additionally, the amendment to the Prime Ministerial Decree on economical spending practices which discourages lavish lifestyles was also discussed.

874,000 People Died from Poverty in 2011 Personally, I find it shocking and abhorrent that so many people are dying of poverty in this, the richest nation on the planet. Research funded by the National Institutes of Health has been looking at the part social ills play in causing, and or contributing to death. Science Daily reports that recent analysis of these studies found that about 4.5 per cent of all deaths in the United States are caused by poverty related deficiencies, and that poverty is a contributing factor in still more deaths. Columbia University Mailman School of Public Health concurs with these findings. Deaths of all causes surpassed 2.5 million in 2011, the most recent period for which some statistics are available. That means more than 874,000 people died from poverty related issues in that year (Columbia University). That same year just fewer than 598,000 deaths were attributed to all types of heart disease. Cancer deaths for 2011 came to fewer than 575,000. Clearly poverty kills more than either of these top killers (cancer and heart disease). Dissertation Defense: Mariam Kurtz- Land Acquisition for mining: A case study of Tanzania November 29, 2017 Committee: Dr. Richard Rubenstein (Chair) Dr. Leslie Dwyer Dr. Mark Jacobs Dr. Gwendolyn Mikell Abstract: An analysis of land acquisition for mining in Kakola, Tanzania, may explain land acquisition taking place in Africa and other parts of the world. In recent years, millions of hectares of African land have been sold or leased out to transnational or domestic entities while local people were evicted from their land. International corporations have acquired more land in resource-rich, financially poor countries like Tanzania, resulting in many conflicts from local to global levels. This study uses primarily qualitative approaches, with a multi-sited ethnography to investigate how the global process of land acquisition for mining in Kakola contradicts the local people’s meaning of land, and affects their relationship to the land and to each other, in terms of their kinship network as well as economic, cultural, and power dynamics. How has the process of land alienation affected their land rights such as their access to resources and traditional mechanisms of conflict resolution such as the use of elders and the involvement of ancestors through ritual ceremonies? I have explored and compared pro-development studies and critical scholarship regarding the impact of land acquisition for mining, as well as assessing the accuracy of each perspective given what is happening in the field. The discovery of gold gave women direct access to land because land was transformed from Inclusive Clans Land Ownership (INCLO) to the nuclear family, which empowered widows to inherit the land from their husbands then lost it to mining corporations. The transformation of meaning and treatment of land also created a new system of landholding, which included both a commodified view of land, on the one hand, and the traditional view of land as sacred and a means of communal survival. Paradoxically, the people Kakola held the two contradictory views simultaneously. When the corporations alienated their land, the grievances of the local people were not just about economic loss but also spiritual, social structural, and cultural. However, the outrage of local people was caused by a long history of exploitation, poor and unenforced land tenure laws that failed to provide legal protection and empower them and their communities.

It is like we walk around like zombies; cleverly reflected by the large amount of zombie movies that have come out over the past 10 years. The film ‘Mind the Matrix’ looks at all this and with the help of various experts, hands the viewer tools on how to get back to our natural state of inner and outer harmony. This is where global change will start. With ourselves. Once we have rediscovered the nature of who we really are, this will automatically be reflected outwards. Our ‘reality’ will then be adjusted all by itself. By remaining focused outwards, we as humans may just get exhausted of trying for change and not seeing any. On May 20, 2013 at the Graduate Center of the City University of New York, two of the world's most preeminent economists discussed the connection between prosperity for some and poverty for others. Paul Krugman is Professor of Economics and International Affairs at Princeton University, a 2008 Nobel laureate, and an Op-Ed columnist for the New York Times @NYTimeskrugman.
